Roger W. Haines, Jr. Roger W. Haines, Jr. a government prosecutor, has specialized in federal criminal appeals for more than 17 years. He is a former member of the Ninth Circuit Rules Committee, co-author of Federal Sentencing Guidelines Handbook (Shepards/McGraw-Hill, Inc., 1993), and is on the Board of Advisors of the Federal Sentencing Reporter. He is also the editor of Federal Sentencing and Forfeiture Guide (James Publishing).
